Global Cooperation for Responsible AI Governance
At the opening ceremony of the World Artificial Intelligence Conference (WAIC), held in Shanghai from July 26 to 29, 2025, China emphasized the need for international cooperation to regulate artificial intelligence. It must be ensured that intelligent technologies are developed for the benefit of all people. To this end, China proposes the establishment of a global organization for cooperation in the field of AI governance.

swissAI, the AI association of German-speaking Switzerland, agrees: “Everyone must be able to benefit equally from the opportunities offered by AI. Unilateral national actions and geopolitical tensions hinder this development,” said Chris Beyeler, president of swissAI.

Neutrality as a Fundamental Prerequisite
However, swissAI expressly emphasizes that a global center for AI governance must be located in a country that enjoys a high level of international trust—a location that provides the framework for constructive, inclusive, and sustainable dialogue.  

Switzerland as an Ideal Location
From swissAI’s perspective, Switzerland offers the ideal conditions for hosting such a center:

Political neutrality and international credibility: Switzerland is trusted worldwide as a neutral mediator and a proven host of international negotiations.
Technological excellence: Institutions such as ETH Zurich and EPFL Lausanne, along with numerous innovative companies and research centers, form a solid foundation for technological progress.
Global connections: Whether it’s Geneva, home to the UN and WTO, or Zurich as a financial and technology hub—Switzerland is exceptionally well-connected and can bring diverse interests to the table.

Appeal to Swiss Policymakers
swissAI calls on Swiss policymakers to actively explore the establishment of a global center for AI governance and to advance this effort in dialogue with international partners. Chris Beyeler emphasizes: “With initiatives such as the Swiss AI Initiative, Switzerland is already demonstrating that it handles AI technologies responsibly. Our country can serve as a bridge and ensure that artificial intelligence benefits everyone.”
